Will the policy debates and political lobbying regarding international investigations mature into a post-war transitional justice mechanism based on retributive justice? Or will Mullivaikaal succumb to the politics and amnesia of Black July justice and its progeny of state-sponsored anti-Tamil atrocity crimes, where accountability and Tamil life were slain with the same bullet of state complicity?
